The TOSSD Task Force Secretariat is carrying out a series of country and thematic pilot studies to test the TOSSD methodology and make sure that the framework addresses the information needs of recipient countries.
TOSSD – Tracking Peace and Security Expenditures in Support of the SDGs
The 2030 Agenda affirms that “there can be no sustainable development without peace and no peace without sustainable development”. In line with this ambition, SDG 16 (Peace, justice and strong institutions) has been established. This report reviews various components of peace and security expenditures and their contribution to the SDGs: peace operations (including peacekeeping), disarmament, law enforcement including the fight against terrorism and organised crime, engagement with the military and international tribunals.
Currently no international statistical system tracks peace and security expenditures in support of the SDGs in a comprehensive and centralised manner. TOSSD will thus fill a critical information gap by providing transparency on international efforts aimed at preserving/supporting peace and stability:
TOSSD will enhance the capacity of the international community to make informed decisions in terms of resource allocation for peace and security, in particular by identifying financing gaps. In line with the interconnectedness and indivisibility principles underpinning the 2030 Agenda, TOSSD will also contribute to strengthen policy and operational dialogues on the integration of development and security interventions.
By providing national and international stakeholders with key information on these interventions (volume, field of intervention, actors involved, descriptions, etc.), TOSSD will serve as an input for discussing their effectiveness and complementarity.
In many low-income countries, the regular budget cycle does not reflect security expenditures and external assistance is often provided off budget, leading to recurrent issues of transparency and data integrity on this type of expenditures. By providing more transparency on external assistance in the field of peace and security, TOSSD will contribute to opening this “black box” to support evidence-based decisions on allocation of expenditures.
Pilot studies
The six TOSSD pilot studies carried out in 2019-2020 have been funded by the European Union.
